HOMEownership Down Payment and Closing Cost Assistance

The HOMEownership Down Payment and Closing Cost Assistance (DPA/CCA) program provides flexible gap financing for first-time homebuyers at or below 80 percent of area median income (AMI) to purchase homes that are safe, decent, and accessible.

The assistance is provided in the form of a grant with a mandatory affordability period for the applicant to continue occupying the house as the primary residence. An income eligible homebuyer may receive up to 10 percent or 15 percent within approved areas, for a maximum of $25,000 of the sales price, plus up to $1,200 to pay eligible closing costs.

Participant requirements

  • Enrollment in the VHCDC Home Ownership Assistance Program (HOAP) and full compliance with its terms and conditions.
  • Completion of First-Time Home Buyers College (15 hours of pre-purchase housing education).
  • Two pre-purchase housing counseling sessions.
  • Three consecutive months of personal financial statements verified by account statements, pay stubs, and financial statements.
  • Monthly communication of progress on work plan tasks, savings, debt resolution, and related goals.
  • Household income within applicable adjusted household income limits.
  • Debt-to-income ratio less than 45% and no open collections or judgments.

Required documents

  • Letter of Pre-Approval from a mortgage lender, including Loan Estimate.
  • Documentation of gifts and gift letters.
  • Documentation of down-payment assistance grants and closing cost assistance.
  • Ratified purchase agreement.
  • Unexpired Virginia Driver License or Virginia I.D. Card.
  • Appraisal report.
  • Paycheck stubs, W-2s, federal income tax returns, and self-employment documentation as applicable.
  • SSI/SSDI, child support, spousal support/alimony, retirement income, and bank/brokerage statements as applicable.
