Program overview

The decision to purchase a home is probably one of the most significant financial decisions a household will make. VHCDC believes buyers should understand the essential steps to achieving that dream and be equipped with tools, resources, and professional expertise.

The VHCDC Home Ownership Assistance Program (HOAP) is a comprehensive initiative to empower first-time homebuyers and help prior homeowners get a second chance at owning a home or condo.

The Program combines fifteen (15) hours of instruction with one-on-one pre-purchase housing counseling, technical assistance, down-payment and transition assistance, and access to a broad network of mortgage lenders, real estate and financial professionals, legal and tax services, and business consultants.

HOAP consists of four components: Education, Pre-Purchase Housing Counseling and Technical Assistance, Financial and Professional Services, and Post-Closing Financial Assistance.

Education

A comprehensive course covering personal finance, budgeting, credit, collections, mortgage options, disclosures, DPA, housing search, negotiation, inspections, contracts, appraisals, surveys, title, insurance, common interest communities, and settlement.

Pre-Purchase Counseling

Participants develop a household budget, personal financial statement, credit report review, credit improvement plan, savings and investment plan, and a path to mortgage readiness.

PRO

Professional Services

Participants have access to mortgage lenders, real estate agents, home inspectors, attorneys, insurance agents, financial advisors, accountants, business advisors, tax preparers, and more.

Financial Assistance

Participants may access HOMEownership DPA/CCA, Virginia PILOT DPA/CCA, VIDA, SPARC, and Transition Assistance Grant resources, subject to eligibility and funding.
