VHCDC introduces MBE Empowerment Fund™, a community development venture capital fund created to provide long-term equity, near equity, and debt investments in minority business enterprises. VHCDC seeks to raise $250,000 through private donations, corporate sponsorships, and grants to fund investments bettween $500 and $50,000 in select ventures based in the Commonwealth of Virginia..

The Community Development Financial Institutions Fund (the CDFI Fund) of the United States Department of the Treasury certified Virginia Housing and Community Development Corporation as a Community Development Entity (a "CDE"). Certification as a CDE means that VHCDC has demonstrated it has a primary mission of serving, and providing investment capital for, low-income communities or low-income persons; and maintains accountability to low-income communities through their representation on its governing board of directors.

VHCDC launches MBE Venture Weekend™ in select venues across the Commonwealth of Virginia. VHCDC has partnered with ECPI University to conduct quarterly, weekend events that challenge entrepreneurs to develop their ideas for innovative products and services and build and launch a viable business startup.

VHCDC launches MBE Capital Connect™ (dot com), an online platform connecting minority business owners to business capital and credit supplied by accredited investors, certified Community Development Financial Institutions, and U.S. Small Business Administration certified Community Development Corporations.

VHCDC partners with Elavon, a leading global provider of merchant acquiring services and subsidiary of U.S. Bank, to provide discount payment processing solutions for VHCDC program users.

VHCDC conducts its fourth MBE Capital Call™ Conference at the Hilton Garden Inn (Richmond International Airport, Virginia). The conference hosted 56 minority business owners from locales throughout the U.S. Guest speakers, panelists, and sponsors included: Corporate Advisory Group International, LLC; Creative Investment Research, Inc; Credit Union National Association; Defense Advanced Projects Agency; Federal Reserve Bank - Richmond; Fiscal Fitness Tax & Financial Services, Inc; Grants dot Gov; Hampton Roads Ventures, LLC; RBC Bank (USA); SJF Ventures, Inc; U.S. Department of Energy; U.S. Securities and Exchange Commission; and, U.S. Small Business Administration. VHCDC introduces How to Get Provision ($$$) for the VISION seminars to assist minority business owners and aspiring entrepreneurs to access capital and credit to start and finance their business. The workshops were conducted at various venues through 2009 and is currently available on DVD.

VHCDC introduces "Your Quiet Enjoyment" workshops to assist Virginia renters with understanding their rights and obligations under the Virginia Residential Landlord and Tenant Act. The workshops were conducted at various venues through 2008.
